Troubleshoot issue in Microsoft Project Web App

Hi, I am experiencing an issue in the Microsoft Project Web App where a parent / summary task only correct calculates the total work hours of its sub tasks when there is not a resource allocated. When there is a resource allocated, it adds 8 hours. I need to stop this from happening. Require someone who is running a Microsoft desktop or surface tablet as it may be necessary to download the desktop version of MS Project to resolve this issue. Familiarity with Microsoft Project and Project Web App is required.
