Here is my plan: for the back-end, I will write a script which downloads each CSV as soon as they are published to the FTP server (every ten minutes), record the _actual_ timestamp, perform the necessary calculations, store all current and historical data, then present the data in a modern, responsive, mobile-friendly front-end according to your beautifully designed mock-up. You need the CSV file from ftp server which updates every 10 sec has to be downloaded and their datas has to be uploaded to database and shown in website with time kwh as in image right? I dont do design much but i can do the programming like you need in PHP/MYSQL and CURL for data upload from ftp. discuss with me please so i can negotiate on price and time with you.

Hello from Finland, I checked the photo you have attached for viewing your csv data after uploading it into ftp via a website. I would be able to build the website for you to render the information from csv. The problem with csv in a long run would be that if the data grows they become slow. So storing in a database and later export to csv when needed could be an option. What do you think? Are you available for a chat?
