There are several GPS/Cellular tracking devices for disabled persons. The apple watch LTE i feel is a better option to utilize this type of software. A good example would be "angelsense" or a tracker such as the attached link. The angelsense site shows a good example of what the app should look like and do... track, instant locate and listen in feature would be enough to start out with; all of which the apple watch can do.
