PDF aggregator - create single pdf with several pdf files

You must have a high level of programming and understand PDF creators and splitters. Summary I need a product that is web based, that will create a pdf with the following criteria. We use woocommerce for our ecommerce. Our company produces graphics that are printed and cut for our customers on large format printing. These graphics are sent to the printer in a pdf format, with marks for cutting the pdf. We will sell various graphics and need to produce a pdf or pages of pdf, with the single graphic combined on the one pdf that we send to the printer. Example: we have Graphic A, Graphic B, Graphic C and Graphic D. The customer purchases 2 Graphic A, 1 Graphic B, 3 Graphic C and 0 Graphic D. The script would fetch a single graphic and then place two of Graphic A, 1 of Graphic B, 3 of Grahpic C and 0 of Graphic D on a pdf. We have parameters of what size the printing area is of 52 inches wide, so the arrangement of the single graphics could not exceed 52 inches wide. We could create a long pdf, for example 90 inches, but we would need to set a limit. We do not want to waste material, so the script/system would know best how to arrange the single graphics. The script will: 1. fetch small pdf files based on data received from my ecommerce site. Note: ecommerce is woocommerce. Data could be available via API or from a plugin created to export this data from woocommerce. 2. the action required to cause the system to fetch or receive data will be executed when a sale is completed in the ecommerce script. 3. the script would place the small pdf file/document in a single (larger) pdf or more pdf pages if the total size exceeds the maximum length that we designate. The script would minimize waste by arranging best fit and maintain proper direction of the graphic. Example: all graphics must remain vertical, so the script would not place 4 graphics vertical and one horizontal. 4. The script would fetch the color of each graphic based on the order information provided by the file in woocommerce (or API, etc) and create a description document with the colors, SKU number and quantity of each product/item. Note: this document will accompany the PDF for printing. 5. the script would email the pdf and description documents to the printer and a copy to me. 6. the script would store this pdf or pdf's in a file in the database and be able to be retrieved in the admin section.
