Joomla tempalte design for academic journal

I will need a joomla v1.5 template that will be used for an online academic journal. It is a very serious scholarly journal about an issue of international affairs. It will be updated ad hoc probably no more that one new article per day. Therefore it should be clean, with the primary layout emphasis on the articles (newest article emphasized, older articles of smaller homepage emphasis). It will have a few pages such as ABOUT, CONTACT, FORUM, etc. Where information on Authors and organization will be presented I will need to integrate Rokzine extension to ease the issue creation process [login to view URL] The job will entail development of the template. If the template cannot be installed and manipulated via normal Joomla template installation process, it should be installed by the developer. Only serious bids please. Only those with both serious design portfolio and extensive Joomla expertise that will be able to provide an outstanding design while at the same time integrating seemlessly with joomla and its journal application. This is an academic non-profit with additional and more substantial projects depending on the success of the first project. The design should be original and professional, using modern design concepts and techniques while keeping in mind that this is an academic publication with some of the world's top scholars. The designer should have the professionalism to redesign if not meeting reasonable expectations. Budget on this project is $300-600. Sucessful designer will have priority consideration for more complex projects in near future.
