Google Chrome Extension/ Browser Dashboard

I am looking create a google chrome plugin/ browser dashboard similar to this: [login to view URL] in aesthetic and style but focused on social change. A user will open up a new tab in their browser and it will be customized to them (ex. Knowing their name, address, age etc..) Each day there will be a new thing posted on the dashboard that they can do to help an environmental/ climate change issue get solved. For instance, a user from Colorado will open up their browser and it will say, "I noticed you are from Colorado. Did you know your senators are voting on a clean water protection bill? Click here to automatically send them an email and let them know you support clean water!" The user will then click the button and it will automatically send their local senators an email that was already written except with their name in the heading. Or when they open the new tab it will just show an interesting article and say "We thought this might be relevant to you? Share it on your facebook to let others know! " I have some coding and web design skills so I can manage things like keeping it updated, I just need someones help to build the structure. I have mockups I can provide you as well. Thanks!
