Develop a single page webapp

I have a existing MySQL DB that holds user accounts (username,password,email,account_balance) This is just "play money" so no need to interact with any payment gateways. The back-end is fully already fully functional, I only need the front-end developed I need a web app(my preference is PHP/JS that: 1. Authenticates users and pulls their account information and account balance into the webapp and displays it 2. Once authenticated the user can purchase lottery tickets (pick3 and pick4) ( Here is a link to a site I wish to replicate [login to view URL] {this site offers several games, I am only interested in the Lotto game}) 3. The app should be able to check/update the user balance as they purchase tickets, and store the purchased ticket information in the db. 4. The players will be selecting which lottery house that they wish to play against. These lottery houses have drawings at different times each day, so there will need to be logic that validates the current time against the lottery that the player selects to ensure that the ticket is being purchased "prior" to the actual drawing times. 5. There is a final piece (that I have not figured out yet). I will likely need a script to go out and grab the winnings numbers from each lottery house as the drawings occur. There are pay serveries that offer an API for this, but I really want to have this be a complete app with no other APIs required. We can discuss this piece in detail after I select a developer for this project. I have and can provide an .psd file of the page layout with all the required graphics.
