Custom magento 2.2.4 shipping module with DHL ASIA API

Hello, Looking to intergate DHL ASIA domestic shipping api into magento 2.2.4. They dont have api get rate function the use a rate card instead. I.E a fixed amount depending on weight so would need to use a csv file to add rates.
