Cloud Website

I need a website built on a cloud hosted server with dedicated ip, the site will need to have 2 parts fully integrated with each other: a community that connects profiles with games and the games themselves in the form of html 5 apps. Also the apps will be ported to mobile (not part of this project) so the mobile version and the website still need to work together. You pick the CMS. Cloud i believe can be linux or windows. Website needs a full community build (ie. User profile, game stats connectivity, funds/wallet, website high scores, etc.) And the site itself needs to seamlessly integrate html5 apps (games) into the website, both display/playing in the browser and mobile app connectivity to all the same parts of the website (for security/integrity, profile, stats, funds, etc.) that the browser versions are. Please reply with which CMS you will use, if you can work with either linux or windows in a cloud environment, and please (it can be short) in your own words explain how you envision what it is i want the website to be/do, so i know we are on the same page. Keep in mind, this is all the work of creating a website minus the apps and images and content. Front-end and back-end, including all systems for connecting/tracking profiles, apps, stats, and funds, as well as displaying them (eg. Within profile, within 'high score' top 10 modules, etc.). This is not a rush job. However, quality and accuracy are a must. Thanks for considering my project!
