Build a Website to search and browse PDF's

I need a website created that works very similar to the website [login to view URL] I want the same basic layout, and the same functionality. Key factors that need addressed: 1. Search must operate in a fast manner as the example website. This site will need to be able to handle 100-200 PDF files, on average of 300 to 2000 pages each. So roughly 250,000 pages of text needs to be searched in a very fast manner. 2. Search must be string searchable for partial search term matches, for example, searching for CR123C returns results for CR123C220A, CR123C229A, etc. 3. Searching for multiple keywords returns results as well. Example: "xl-x busway rv361" returns results with those words, regardless of their order. 4. The sides of PDF viewer will hold space for Google Adsense ads. 5. Just as the example site, it will need to be difficult for someone to try to steal content by simply downloading the PDF. 6. Any enhancements that could be made to make it a more SEO friendly site are important. 7. The current Email button when viewing a catalog page emails a PDF to the recipient. Instead, I'd like it to email a link. 8. I'd also like a "Copy Link" button next to the print and email buttons in the pdf viewer. 9. I will need a back end where I can upload and manage PDF data with a table for data such as catalog title, year, manufacturer, and category. 10. A simple user login simply to maintain users bookmarked catalogs would be good. It looks like the example site [login to view URL] just uses an IP or cookie based method for saving catalogs as favorites. I need a test site setup on your own servers that I can visit to test. Upon completion, I would have you upload the files to my own server.
