Build a website kind of portal which runs perfectly offline on standalone/ Network and also online with user id and password.

This will be like library portal which is available in my laptop. I have multiple files which will have various tagging like same file related to one client, one statute, purpose, type of file etc. There will be drop downs in this portal to easily explore and search on my computer. This sounds like a file management tool but i want to give it a look not like explorer but kind of webpage. Also there should be facility of auto upload of subsequent filed to this portal.
