Build a car and motorbikes specs Website

I need website that will show the specifications of US, Europe Cars and Motorcycles ( and possibly other automotive related stuff if possible in later stage) ! Please READ ALL in the attached document before bidding, I know its a simple project, but please read first than bid ! I will describe almost everything because I possibly can do this website myself BUT don't have time (with very little child and working 12-13 hours a day ) and I don't have much time to discuss the project a several times a day. Requirements bellow... IT HAS TO BE focused on PERFORMANCE, developed with PHP, HTML, CSS no pictures or unused CSS or javascript libraries in the design with SEO first in mind (will check with different seo tools)! The website will CONSIST OF ONLY A FEW webpages that will pull up information from the database and will show in structured format. I don't have mock-ups but you can see in the following websites how example website behaves and because its a high traffic website it has to be as light as possible. I want to use with Google AdWords and some other form of advertising as you will see in the example website auto-data dot net ! IMPORTANT: Translation in many languages! I must be able to add new languages and have many translations ( you don't have to translate, I will do it). There are only a few repeating words for the car specs and some text in the title and a few more things. ALSO the keywords and metadata has to be translated with everything else ( NO translation for the data from the database of course) so the search engine will discover the links very language I translate as it should be. Also you can advise me about some script that you have or already made and that can be used for the purpose, OR IF YOU HAVE BETTER VIEW and is easier for you to make, please share and explain it to me and will discuss it, I am open for any kind of offers and discussions.
