Edit and add functions in my hospital management system

Hello, we have a PHP script that is working like a hospital management system. We need to add more functions to it.
1. Journalkeeping about each clients, and it should be possible to LOCK the journalkeeping about each client (it means that it should only be possible to read the journal, but not edit)
2. We also need help to translate text in the script so that it is in Swedish.
3. It should also be possible to export information and documentation about every client to a PDF document
4. Search clients by person number or name
5. It should also be possible to add more information about each client than it is possible to do right now.
We also need to create an opportunity for us as a supplier to start the super admin account to each company. Every company should be able to manage their own clients and administrators. Now there's only a superadmin user and superadmin is only for one company.
It should also be possible to add what a daily cost is for each client that is located inside the system.
