Customize VTiger CRM community edition

We are an individual health insurance agency with multiple stores. From these stores we sale insurance policy from multiple carriers to an individual. We need to create from scratch, the workflow from first client contact through the cycle life of the policy. Tracking the origin of the lead, which store revived the lead, what agent was the lead assigned to, what policy was sold, track the commission, for the specific store and agent. We cater to customer service. So we want the ability to create a ticket with unique ticket numbers, that would send the client an email every with an update every time the status changes. It would be preferred if the candidate for this job has health insurance experience, or be familiar with the workflow of an insurance company. So that the candidate would educate us more on things we have not yet thought of. Specific: 1. Customize workflow for that of a health insurance agency. 2. Track commissions for stores and agents 3. Generate reports on the all aspects of workflow. For example: Leads, clients, sales by the carriers, sales by stores, sales by agents, commissions by carriers, commissions by stores, commissions by agents, ect... 4. Search filters by any field 5. Auto email clients on birthday from agents and company. 6. Ticket system that emails updates to client. 7. Every time a client folder is opened the system emails client. Letting client know we are review his information. 8. We need the ability to add / edit custom fields from an admin level, to all areas of workflow
