Create a Wordpress Template

I would like a wordpress template developed for a series of chapters within the same organization. Logos would differ slightly for each chapter (so key logo image must be changeable), but the overall look and feel would be the same for each. Very basic functionality as a starting point - About Us, Events, Join Us, Contact Us, Blog/Forum etc - but with the potential to include more advanced plug-ins and functionality such as LinkedIn sign-in , search directory etc. Image galleries with photos / video content a must. This job may lead to future jobs supporting more complex web-based applications for upcoming projects. Would ideally like someone with Latin American background/experience given that the nature of the work may lead to projects in that region requiring Spanish (and Portuguese) language capability.
