Create a Wordpress Template -- 2

I already have a basic template, so I'm just looking to have some stuff added to it. Functions Needed: Only admin or system to be able to tag an article "featured" Featured post has set time and date Comment section below each article 12 most Popular Articles that resets daily at bottom (for some reason only 3 are showing up) CSS Needed: Tightening up the site and making it more flush. Additional Work: I'll need an hour or two after the site has been completed to review and possibly need some additional CSS work depending on the review. At this point of the project I would like an hour, possibly 2 (depending on the quality of your work) to have steady communication until the project is complete to my standards. Milestones will be paid out at half value upon completion on your own server. At the completion of all tasks, half the value of the total project will be paid. After receiving the installation file back and being walked through the installation to completion, the final half will be paid. Please do not bid if you cannot accept these terms. If all is satisfactory, I will probably have additional future work.
