Clone a script

I am seeking a php or ajax or similar script that serves two groups of people - entrepreneurs and investors. We want to give entrepreneurs an opportunity to list their requirements for capital needed to start their businesses. We then want potential investors to view their listings and contact them with interest. However, before the entrepreneur can see the contact information of the investor, they have to pay a fee to access the site for one year.
