Cargo Vessel Loading Program

My client manages cargo vessels. Basically he loads them with vehicles and heavy machinery that is shipped to port cities throughout the world. He wants a program that is web based and accessible via log-in to help him figure out how to load the vessels for maximum space management. It works like this - Step 1 - Create VOYAGE Step 2 - Create or choose (from previously created) VESSEL Step 3 - Import .csv Loading List DATA (This is the good stuff) Step 4 - Export Loading List DATA to shapes that are used in a CLICK AND DRAG INTERFACE, where each shape is linked to appropriate data in the csv file. The shapes will be dragged onto the vessel and placed appropriately. Once complete, the data sheet can be printed as a BLUE PRINT for the loaders to physically load the vehicles and machinery.
