Build two feature in the magento eCommerce website

I want to build a feature by which products attribute can be display in popup and after selecting the attribute to cart, cart will be updated and power for the lens can be selected for the frame in the popup by selecting from the dropdown. I want a feature like COD availability for specific regions by zip codes. Additional information submitted I want to know how u will perform the task i have given and give the references of the website u have made in magento. Also u can give me suggestion what should be change in my current website eg. looks or feature.
