Redo an escort SEO page so that its's MySQL driven rather than having all these links

I have an escort domain name, that I want reorganized. Basically right now has 100,000 pages of city and states in the US. But all of the pages were done by hand. They are all .html pages Instead want a clean way to integrate MySQL into this so that its a lot cleaner and works better than each page existing. So I will provide a template to use. Then all of the cities and states in the United States will be pulled from this database. That way I basically need just 1 html page and the variables are pulled from the mysql database rather than having 100,000 actual pages.
