IP detector / exe generator

Need a small/simple program that allows user to enter an email address (and smtp info) and then generates an .exe. The .exe when clicked silently (secretly) installs itself and begins to monitor for internet connection. Upon connection, it sends an email to that address notifying of the ip address of the connection. .Exe does not appear in taskmanager (win2k ok). Also need an exe to silently terminate / uninstall the program (looks in current and default directory).
