An app to place my phone in airplane mode from my pc

I need someone to build an app that does one function when a button is pressed on my pc it enables my pc"s Ethernet network (internet/local network) then places my phone in airplane mode then wait 6 seconds then takes my phone off airplane mode waits 5 seconds then disables my local network again. My phone will be connected to the pc through usb so wither you want to use Bluetooth or usb doesn't matter
