Rather simple app ~ html table conversion, but with a Twist!

Hoping this is easy for you ~ we need to convert a basic html page (table of text/links) ~ into Apple/Android/Win8 apps (we are willing to accept bids for each format individually, if you only know one app language). So here's the 'twist' ~ we need the ability to customize the app ourselves for different customers in the future, meaning some sort of script or interface, database, textfile, .xls file, or something ~ to create custom apps for each new customer. Keep reading... EXPLANATION: We provide services to churches and non-profits, and want to offer telephone directory apps to individual parishes and congregations. Obviously each church/organization has a different phone directory that we'll need to customize ourselves without your help. This GENERIC SAMPLE table shows what we need: [login to view URL] The first two rows show the idea ~ contact name or text, not all but most will be links to external pages that we create ourselves. 1) We must be able to change the table's background photo, for each church or organization. 2) The grid must be able to link between pages ~ notice the rows F-J, K-O, P-T, and U-Z ~ must click to open those directory pages. 3) We must be able to edit each individual cell, which will either be straight text or a completely external link (to a page we'll create). 4) App must be 'pinchable' - scroll-in, scroll-out. NOTE: We have a very smart IT guy who works with us, he's quite skilled in html, webdesign, forms, scripts, flash, photoshop, etc. ~ but doesn't know how to program apps, which is why we're here. So for his benefit, PLEASE in your bid be fairly specific as to how you'll create the ability for him to customize the app (table) as we'll need to do for our customers.
