I will do this using a Raspberry Pi 3 and implement a Haar Cascade method to extract the area of interest in the image containing a number plate. I have made a driver drowsiness project using a usb camera and raspberry pi. if driver become sleep then it gived alarm. it also measure driver concentration. if driver drunk then it will give alarm and stop the car. your project is also similar type. i have confident to it. let me know if you are interest to further discussion.
