Hello, I am an engineer for a US based RF company. I would keep the cost of your application low as possible using all open-sourced PCBs and code. I would use the Arduino nano and write code for a SD card to play a .wav file when a button is pressed. I would use a 8ohm 1watt speaker to get the voice quality. I have experience is creating audio systems for a tracking company. You would avoid many costs that are associated in manufacturing with purchasing Arduino PCBs and other modules. You can add a small lithium polymer batter that can be recharged via USB. With the .wav file you can record anything you want.
