Need an experience Web Designer

Hello! I need an experienced web designer to create a social networking site according to my specifications. The designer should have a good experience and great in designing the looks and user interface of the website. The concept of my website is given in brief below:- My concept is to make a paid social networking site, that would ask users to pay certain amount (about $27) in order to register. When user creates an account he is shown 0 balance in his account, and he gets $10 for each pair of his referrals. With the money in his account, he can either ask for withdrawal (through paypal/cheque) or could hire someone else (a person who is already a member) to do his work (any short of work like teach him, be his friend, meet him, depending upon the field in which he is expert). If he hire someone, a certain amount would be deducted from his account (the amount will depend on the hire amount set by the user who is being hired). The user could buy some materials online too with that money in his account, if he wishes to buy some product instead of asking for withdrawal. There would also be an option to add a user to his favorite list. The user would be able to chat with any person online (doesn't matter if he is his friend or not, there would be no invite system, it would be a open system) and could send message if offline.
