windows setting configuration automation

I have attached a file containing what settings I am talking about. It's a viewer app for our cms contents on Windows machines. In our first app, we configured these settings automatically configured, mostly on Windows 7 and 8. We added some configuration and have them appended or merged, but it's not complete. So I am looking for anyone who can finish this off. I joined this team recently and not quite familiar with the everything required, but to me, it's clear that our viewer don't want any interruptions from the system or any other apps. So basically we are muting them all off. best offer plz within my allowance (up to usd100)
