React Native + UWP (Universal Windows Platform)

I need a POC (Proof of concept) for an application based on React-Native and UWP that will run on windows tray and communicate with a REST-API. Budget no more than $30, I will start the milestone with the price that you offer. The code must be as simple as possible, because I want to use this code in my major project. I just need a POC (proof of concept). Don't worry about interface, just make it works like a charm. Requirements: 1 - React-Native + UWP (most important!) 2 - Running in background with a Windows Tray icon (important!): 2.1 --- Single click open a snippet/balloon like the OneDrive or like some windows icons does (clock, battery, wireless,...) showing the last item in colors list (GET: [login to view URL]) 2.2 --- Double click open the application that shows a list of users found at [login to view URL] (GET) 2.3 --- Right click context for the tray icon with the text "Create User". When click on "create user", open the application window (like double click) showing the "id" and "createAt" date of a user created using the debug API (POST: [login to view URL] {"name":"xxx", "job":"yyy"}) 3 - Updates automatically every 180 seconds checking if there are new datalist items (GET: [login to view URL]) and change the icon indicating that there is a new item.
