For education reason i want to create a smart play bot to play ultimate tic tac toe game. The target of my project is that bot to be unbeatable against the user. Hi, I am a Computer Science student. I have read through your description and from what I've understood you want a tic tac toe bot which is unbeatable. In our school we have been studying the subject Game Theory from our country's best professor in AI field. So I think I am more than capable of this task. I know how to win/draw every tic tac toe match. And the algorithm behind is very simple. I will probably deliver in 1-2 days at worst. And very cheaply. Outline of the algorithm depends on who goes first. After that there is only some positional thinking required. We are taught C/C++ in our school. I am 4th grade student. We can talk more later.
