Sharepoint app for Adobe PDF file Tag editing

Build a Proof of Concept (POC) that has the ability to create & edit intelligent tags on PDF files (created from a scanned PDF document, & also an editable PDF file). Use 2 samples of each of above types for the Proof of Concept (POC). The PDF tag (or Meta tag) will 'contain' at least 2 types of data each - A numeral & a string variable type. Also build a Visual Studio container sample/test app using HTML5 so following can be done via web browser. This VS app will allow a user to view the tag contents & edit the contents. Handle any user entry anomalies & database validation errors decently. The reference & contents of the tags & the PDF file specs will be stored in a database table in the MS SQL server. When a selected PDF is opened in a Web form (HTML5), the tags are 'created' on the PDF file. User may click on the tags area (change mouse-pointer when the mouse hovers over the tag area) on PDF and the related data from the database pops up in a pop up. The changes may be carried out via the pop-up also. Any editing (location, contents, size etc.) about the tags may be carried out graphically via the VS form & relevant data saved back to the database. The same activity should be possible via Sharepoint runtime client in a browser. You may suggest other alternatives for the GUI, technologies etc. also. The apps should be video resolution & browser agnostic. Preferably use MS Sharepoint Server with a web client & MS SQL server latest version for db. Provide your delivery time schedule. If you do not ask any questions, we shall assume you understand our needs. If a delivery time schedule is not provided by you, 2 weeks delivery will be assumed after the [login to view URL] are flexible on budget. Use of any non MS products (except Adobe) in the provided solution, will be discouraged. Serious candidates only. Delays in delivery by you will be undesirable. Include training for our folks for 8 hours total on multiple times. All the source code & related support docs will be provided to us on daily basis & will become our property.
