Provide HTML/Javascript/CSS template

I want a combination of HTML, Javascript and CSS to display tables from SQL queries with these requirements: -Page menu and page title are fixed at top of page -Table header is also fixed underneath page title -Some table columns must also be fixed at left of page (possibility to have 1, 2, or 3 sticky columns) -Table rows should be displayed completely, all cells should expand to text within, no word-wrap -Table data should scroll horizontally and vertically when needed -Scrollbars should appear around the browser window, not the divs -Table header should scroll horizontally with table data -The page footer should appear at the bottom of the page but only when scrolling to the end of the page, I do not want it to be constantly displayed like in my example -Everything should look nice on any display (such as phone, tablets, etc…) -I do not want any JQUERY I started playing with everything, see what I have so far on TEST_TableHeader.php. I use W3-School's CSS template [login to view URL] to get the look in my example. I want you to re-write the CSS to use only the parts that I use in my example so I can have my own CSS which I understand and can customize. You can use position:sticky or whatever works! I know <tables> are becoming obsolete and the same result can be achieved using divs therefore I would like the solution to use the div approach, but please provide opinion on chosen method.
