I need an api which i do a get call with an specific time and you return me a json saying which country is in the closest time to that, jsut the ones like are before that time. For example if i ask you for 3:00 you return me the closest countries to that hour maybe there are 3 that are 2:50 in that moment just the closes hour For new freelancers

Hi You may not need an API for this. All you need is a list of countries with GMT difference, then within your application you could do simple calculation. I can provide the list and the method in dll format in C#. YOU could easily turn this into a web service. One problem, even with commercial tools, is the day light saving is not always consistent or may not always be known.
