Website Template

I require a website template to be made up as per the image at <[login to view URL]> I require it to be made up as quickly as possible as this is an urgent project but in full css The menu should be dynamic with a blue rollover and the labels editable from within the code ( ie not images) The sign in the image should read, Compare PAT Test [login to view URL] The blue text box on the left, should be full text that expands vertically with more text. The grey text box should be the same with the ability to expand easily with more text added. Please note I do not have any further images or psd's for this site, you will be making the html/css parts and images from only the design shown on the website listed above.
