Website for trip routing, base on Google MAPS/3

Hello Everyone, i m looking for help for this new website based on google maps that will handle trip routing, to help people finding some specific type of restaurants. My goal is to insert a list of places for eat, inside my country map using as reference the highway's exits. The model we designed will start with fields to fill with starting point, day and time of start, destination point and lunch time desired, so the system will point out the BEST EXIT and the related places (which are reviewed one by one by us). Once the place is selected the google maps navigator will be started. In addition to this web applicatio, we need a basic web design, the minimum to make the website good looking. We do not have any cms required, even if handling with wordpress will be better. This is only an initial description, if you are interested then we will go into more details, and graphical scheme we have prepared. Initial budget is around 500$ (but it may be raised in case of good response).
