Website Animation creation using coding/logo design NOT .gif or .mp4

Lets start Needs to be responsive on all platforms. Create graphics. put them into animation. sample: [login to view URL] That is not my website, our animation will be on [login to view URL] logo needs to be a balloon man made out of balloons. It need s to have a nice sky backround with some clouds/balloons. needs to have a building... nice party place building even a sky tower. needs to be alive and colorful. Needs to be interactive. what must happen now is a jet/plane must fly in and my logo will jump out of it then he will shoot a parachute out that is a balloon and land then the balloon will float above him and pop and then he will shoot up like a popped balloon and land into the logos place. Cant have .gif or .mp4 please needs to be done well.
