I want to build a WISP website

I would like to build a WISP (Wireless Internet Service Provider) Website. I would like something like [login to view URL] that could be good as a reference, I would like to use mainly the Colors #00ff00 | #000000 | #ffffff and some grey colors are OK. I would like to have an Admin dashboard and a customer dashboard. The Admin dashboard must be able to allow me to: -add new customers and generate a unique service number -the unique service number will be a way to locate the customer information -change the internet plan for customers -add internet plans and modify them ( I will have plans for a day, week or month) including the prices -integrate Paypal for payments -add states and cities I need to have the following fields for customer registration: -Service Number (Auto-generated and Unique) -Name -Lastname -Address -House Number -Zip Code -State (list of states in mysql) -City (List of cities in mysql and each state has to be cities linked) -Email -Telephone Number -Internet plan for contract -Contract date -Date of next payment -Password -Confirm Password For the customer dashboard the customer must be able to: -See all the Billing información such as: **Name, Lastname, Address, State, City, Zip Code, etc… -See the next payment date and allow payment by paypal and register the payment in the system. -If the payment date has expired and the payment has not been received set a SUSPENDED status. -Allow the customer to change his Plan, send an email to the admin when the customer change the plan of the internet service, when the customer change the internet plan it needs to be approved for the admin. Once the admin receive the email, admin will contact the customer by phone and then the admin approves the change. -Allow the customer to change his password. I will need a CHAT on the website for sales and customer service.
