News in pictures (app)

I am looking for someone/team to design and build the following app. News in pictures . This app will allow users to view pictures taken from rss feeds etc of the news sites countrywide/world wide...user can select what to view. When the user clicks on a pic it will open larger and the link to the page it came from will be there to click, If clicked that page will open within the app , with advertising placed somewhere beneath the article that is being viewed. we need the user to sign up and this can be done via the usual email, fb , g+ twitter mechanisms. Users will be able to save favourite pics that link back to the articles. The successful candidate, will have to code and design and also populate the site with the rss feeds or whatever we can use to do it. If you do a search on google for " News in pictures" you will see the the type of items we need on the site ([login to view URL]) We might develop a web site after this to complement it and definitely want to develop for android and ipad. A word of warning. when you quote please start with NIP and also the quote you give needs to be the quote you run with. I will not tolerate one price now and another 2 or three times as much once you get me into discussion.
