I need a Google Extension that sends an email alert when predetermined URL(s) are entered on a tab, also the extension must refresh the page in predetermined intervals (this will be optional for the user); I found that for this I will need a REST API to run when the extension is triggered. I've found separate extensions that do one or the other, I'm looking for someone to create one that does all.

Hello, The task is not difficult. You don't necessarily need REST API, you just need any way to send email and this can be done in different ways. I have great experience in developing browser extensions. If you don’t need any back-end developing, then cost of the extension without server part will be around $40.
