Excel Expert

I need you to convert the attached life long wheel into an excel table. It must include every feature on the wheel. To understand how the wheel works you will have to print out the two images in the PDF and cut the two images out on paper and put the little wheel on top of the bigger wheel to see how it works. All features and colours must be included in the excel table. My budget is $20 to $30 dollars
