I would like to hire an Electronics Engineer

Hello Out there! I'm currently working on building a Direct To Garment Printer. I'm not an Electronics Engineer/Expert, but rather I enjoy electronics as a hobby. I was able to take an epson printer and reconfigure it to a flat bed printer. The Final problem I'm having is figuring out how to divide/Fine tune the encoded signal/Pulse signal driving the existing printer motor. I use this Pulse/Encoded signal as the driving signal to drive an external Stepper Motor via a stepper Driver. I can divide the signal using a decade counter set up as a divider, but I need to be able fine tune/adjust for more precision. Any Comments/Ideas and costs involved Thanks!
