custom web news grabber and rss grabber

hi, need a cusomizable web grabber that allows me to select a link/somewhere in a webpage to look out for changes and when there are changes, alert me and allows me to view the page within the program like a rss reader. also, must be also to subscribe to rss sites. I have seen a few coders saying they have done this before. Pls PM me more about your programs coders who have not done this b4 need not apply.
