Physical need
If your dog starts whining quickly and unexpectedly, just lying down and appearing submissive to your will, he might be in a kind of discomfort. Immediately take him to your veterinarian, so that any physical pain or suffering can be ruled out.
Another physical need that may cause your dog’s whining is the need to relieve him self. A house-trained dog would naturally want to go outside, when he feels the urge to defecate or urinate and he becomes frustrated if he can’t do it.
