Need windows app to launch other applications.

I need an application that will do the following: - Allow me to select an image or paste one into the app. - enter a URL, select a file or select a folder from the local file system. - Save a file to my local file system with the image I selected as the icon. The image will need to be resized and perhaps converted to improve the quality. - When the file is clicked, it will launch the file or URL entered in the appropriate application. If it is a URL, it should open in the users selected browser. Other files should respect the users file associations. - Must be written in C# with VS 2010 or VS 2012 - No dB usage. However, if necessary, you can store config files in the users roaming directory.
