Enable my code to close and reuse a Serial port without problems

Hi there I want to be able to get my code to close and then reuse the comport it closed. Currently it closes but errors (port in use). i have attached most of the code that uses the serial port. There's additional code that uses theses classes in the file but they dont directly interact with the serial port please when applying tell me how your going to solve the issue in your proposal. ** You must have VS2015 ** and know what your doing. had too many people apply on previous not knowing how to do things.
