I would be delighted to work on this project for you. I am a UK-based freelance audio engineer who specialises in using top-shelf audio repair software to get the best possible result from damaged or poorly recorded audio.
I have already loaded the provided audio into iZotope RX6 and had a listen. I believe that with a little work, this audio can be drastically improved. It appears that the audio was recorded over some sort of VoIP system, and has a lot of distortion present. As VoIP systems tend to reduce voices down to the bare minimum required for intelligibility, there is not much that can be done to restore the quality of the actual voices, but I can certainly reduce the screaming background noise. I have already run a couple of algorithms and have found that the background noise has reduced and that the voices come through much better. If you decide to hire me, I will also manually adjust the level of the two voices so that they better match one another, and apply spectral repair techniques to attempt to remove some of the clicks and harsh noises which are present throughout. Finally, I will bring the entire file up to a good listening level, which will help with intelligibility on laptop speakers.
