Hello. Can make this device for you. Need to know type of fan (ac/dc, voltage) and how it have to be controlled (on/off or PWM)). Do you need some user interface? (LCD or something) Can use DHT11 (better to use separate ds18b20 for temperature), ESP8266 WiFi module for sending of email. Using of GSM (SIM900/SIM800) is also possible.
