Payment Request Approval App - Android/ iOS and Web enabled

I have an approval process for payment requests across departments and projects I need a software developer to build a web / mobile app for the workflow and data to be stored in a cloud space / google drive etc user should be able to generate simple reports sliced across data segments should be able to upload excel files and integrate with whatsapp and shuld be Tally (Accounting software) compatible Access control required Approver should be able to approve all rows / selectively approve / reject certain rows Approver should be able to add remarks while approval or rejection ( all / partial) Notifications to be sent Admin shld be able to add projects and users using simple GUI User should be able to be added using phone numbers/name/role should be viewed in Mobile and in Computer screen - Both Android and IOS compatibility needed
