building loyalty programme, I would like someone to build me software compatible to Windows 7 that can also be placed onto cards. i.e. loyalty cards

I would like someone to build me a loyalty programme to run off windows the idea behind this programme will it will enable me to give my customers loyalty points dependent on their spend in my off licence. I would like the information to saved on their cards as well as uploaded to the back office.
