Create a wordpress theme/template

I need a template like the attached... It is a custom google search engine.. It needs a one sidebar centered in the middle of the page that can hold up to 5 widgets. If I add more than 5 widgets, I would like a "2nd page" for more widgets.. and so forth. If you can use enough detail and describe how you will do the second part, the job is yours. Must be done today.
