Create interface between websites

I’m just a guy trying to resell VoIP services. I have a website ([login to view URL]) that is half-way done from another developer. I am happy with it in terms of design, color, layout etc…but not in functionality. You will be creating custom code to allow my customers to choose / activate / pay for, VoIP and other telecom services. The “interface” will connect my website to my “wholesale providers” web-portal using the wholesalers custom API, PHP or .NET and SOAP and REST/JSON. You will also make additional content updates during the engagement. SEO is important. I need to be found in Google and other search engines. I need your help for that. I would like to complete this within a 30 day window. I am a big fan of testing features live. If it doesn’t work for me, then I cant get my customers to do it. Along the way, I am not adverse to improvements in the website itself. I will be happy to answer any and all questions. Your questions show your level of interest in my project. Email is good but, I like voice communications, so English is gonna be important. I am seeking a long term relationship with the right web developer for additional projects. You’re the design expert. You tell me how it should work and how much its gonna cost. I pay promptly for results that fix problems. I look forward to seeing your proposals. I propose total payment be divided into 4 weekly installments over the 30 days of the project.. I propose 2 weekly conference calls. One on Tuesday to discuss issues, set goals, ask questions and generally share information. One on Friday to compile / discuss the weeks progress and test anything in question. Friday will also be the day that funds are released. Funds will be released according to the results completed for the week. I propose a set of goals be established for completion each week, the sum of which equal the completed project. I would prefer that you choose the goals, timeframe, order of execution, etc..as I am not a web developer, so I do not know your operational flow. These goals and timeframes should be mutually agreed upon and will be the basis for payment at the end of each week. I have included some possible examples below.
